Meanwhile, newly elected President Thaddeus Ross (Harrison Ford) 👔 invites Sam and Torres to a summit at the White House 🏛️ with world leaders. There, Ross proposes a treaty to govern the mining and distribution of a new powerful metal, “adamantium” 💎⛏️ (discovered on “Celestial Island” 🏝️, formed from the body of the Celestial Tiamut).

But this crucial summit instantly dissolves into chaos 💥🌪️ when the song “Mr. Blue” 🎶 triggers a mind-control attack! Many attendees, even war hero Isaiah Bradley (Carl Lumbly) 🎖️, attempt to assassinate President Ross 🎯🔫. Poor Isaiah gets framed for the incident 😢.

Sam, determined to clear Isaiah’s name and uncover the real truth 💪🧠, dives deep into a massive international conspiracy 🌍🔎. His investigation leads him to Dr. Samuel Sterns (Tim Blake Nelson) 👨‍🔬🧪, an incredibly brilliant scientist with an old grudge against Ross, who had imprisoned him 😠. Sterns is revealed to be the mastermind behind the mind-control tech, planning this for revenge and to destabilize global politics 😈.

As Sam, Torres, and their new ally, Israeli intelligence operative Ruth Bat-Seraph (Shira Haas) 🇮🇱🕵️‍♀️, dig deeper, they discover Sterns’s plan is even more sinister! He aims to create tension between America and Japan 🇯🇵🇺🇸 over adamantium. They also learn that President Ross, due to heart failure, was taking pills 💊 developed by Sterns, which were secretly infusing him with gamma radiation ☢️.

In the climax 🎬🔥, Sterns publicly exposes his connection to Ross. Under immense pressure, Ross loses control and transforms into the Red Hulk 🔴👹, causing widespread destruction! Captain America must then face this colossal red beast 🛡️👊. Eventually, Sam reasons with Ross and helps him revert to his human form.

In the aftermath, Isaiah Bradley is proven innocent ✅, Sterns is arrested ⛓️👮‍♂️, and Ross resigns from the presidency 🚶‍♂️. Sam then invites Torres to join the newly reformed Avengers ✨🤝. A post-credits scene 🤫 shows an imprisoned Sterns warning Sam of an impending attack from other worlds 👽🛸! 😮
